Hydraulics’ Protest Tossed for Inability to Produce Power Unit

Hydraulics International Inc. couldn’t protest the US Army’s plan to award Sun Test Systems Inc. a sole-source contract for aviation ground maintenance units, because Hydraulics didn’t show it could meet Army requirements.

Hydraulics lacked standing because it couldn’t timely produce a compliant maintenance unit, Judge David A. Tapp of the US Court of Federal Claims said in an opinion made public Thursday that dismissed the suit. The court issued its judgment Oct. 7.
