Navy Directed to Reconsider Bids in $315 Million Procurement

The US Navy should reconsider proposals in its $315 million maximum value procurement to provide services in support of its emergency ship salvage material system and to support its hazardous substance spill response program, the GAO said in a decision released Friday.

Owl International Inc.—which does business as Global, a 1st Flagship Company—showed in its protest that the Navy improperly limited bidders’ attempts to revise their proposals following the agency’s corrective action in 2025, the Government Accountability Office said.
