The US Office of Personnel Management reasonably eliminated Economic Systems Inc.'s $631 million contract bid to provide a cloud-based system of record for executive branch civilian employees, the GAO said in a decision released Tuesday.
EconSys raised several unsuccessful challenges to OPM’s decision, but the agency reasonably determined the proposal was technically unacceptable due to numerous weaknesses and deficiencies, the US Government Accountability Office said.
OPM, which issued its solicitation in October 2025, ,plans to award a fixed price, indefinite-delivery, indefinite-quantity contract with a 10-year ordering period, the GAO said.
