JANUS Research Group LLC failed to show Soliel LLC improperly received a $42 million task order for applications support services for the Army Futures Command’s Architecture Integration and Management Division, the GAO said.
JANUS, the incumbent contractor, argued in its protest that Soliel misrepresented to the US Army the identity or availability of key personnel, constituting an impermissible bait and switch.
