TRAX International Corp. can move forward with a $780 million contract for support services at three US Army test centers despite a claim the military branch improperly disregarded a rival bid’s cost savings, the US Government Accountability Office said.
Protester Southwest Range Services LLC, which made a $725 million offer, failed to show that the Army conducted a flawed best value tradeoff analysis before choosing TRAX, the incumbent contractor, the GAO said in a decision released Tuesday.
The Army reasonably concluded that TRAX’s advantages under the most important evaluation factor, management, justified paying the higher price, the GAO said.
