California Governor Gavin Newsom is proposing to end free health care for most undocumented immigrants, walking back one of his signature policies as the state faces a drop in tax revenue.

Under the details of a revised budget plan, undocumented adults enrolled in Medi-Cal — the state-funded version of Medicaid for low-income residents — would be required to start paying a $100 monthly premium from 2027.

The proposal would also freeze new enrollment for the group as early as next year, although emergency and pregnancy-related services would remain available. Children won’t be affected by the changes, according to the plan ...
