Blackburn Proposes Limiting Visual Artist Copyright Requirements

Sen. Marsha Blackburn (R-Tenn.) announced legislation Wednesday that would ease copyright registration requirements for visual artists in an effort to make it less expensive for high-volume creators to protect their content.

The Visual Artists Copyright Reform Act of 2025 would require the Copyright Office to set fees “ensuring that professional creators can afford to register all their works,” including reduced fees for individual authors and small business entities, according to a copy of the bill shared with Bloomberg Law.
