The State Department’s pact with El Salvador to send US-based individuals into confinement in their “inhumane” prisons violates federal law, five nonprofit groups allege in a new lawsuit.
The agreement violated the Administrative Procedure Act by prompting the “extrajudicial disappearance” of people residing in the United States, “in an effort to place them beyond the reach of U.S. law, without due process and without recourse,” the groups say in their complaint filed Thursday with the US District Court for the District of Columbia.
