Fed Appeals Decision Overturning Debit Card ‘Swipe Fee’ Cap

The Federal Reserve is appealing a district court ruling that invalidated a debit card “swipe fee” rule the central bank developed more than a decade ago to limit the controversial charges retailers must pay on the transactions.

The Fed on Monday filed a notice of appeal to the US Court of Appeals for the Eighth Circuit challenging the ruling that held the agency exceeded what Congress permitted when it capped how much card networks such as Visa Inc. and Mastercard Inc. can charge for processing debit card transactions.
