The Ninth Circuit will rehear a case over California’s open-carry firearm licensing restrictions, after a panel previously ruled its ban on open carry in highly populated areas was unconstitutional.
A three-judge panel in January struck down the ban on residents openly carrying guns in counties with more than 200,000 residents, which applied to about 95% of the state’s population. However, it said the state’s regulations allowing residents in less populated areas to get and use open-carry licenses in their home counties could stand.
