A federal district court properly dismissed a lawsuit challenging an Arizona bar admission rule, and did not abuse its discretion in imposing sanctions on the lawyer who submitted the complaint, the Ninth Circuit said Tuesday.
Lawyers for Fair Reciprocal Admission, represented by Joseph Giannini of Los Angeles, filed a lawsuit in 2024 over a rule that allows lawyers from certain states to be licensed in Arizona without taking the state’s bar examination. The lawsuit said the rule violated equal protection, privileges and immunities, and speech rights under the US Constitution.
