A group of US cities and counties led by Fresno, Calif., are accusing the Trump administration of unconstitutionally forcing them to “repurpose” their congressionally approved federal grants to serve the president’s policy goals.
Several agencies—including the departments of Housing and Urban Development, Transportation, and Health and Human Services—have imposed “vague and unauthorized conditions” on those grants by mandating that they remove all references to the words “equity” and “environmental justice,” and all transgender references, according to the lawsuit filed Wednesday in the US District Court for the Northern District of California.
