California Adopts Decade of Tax Changes With New Conformity Law

California Gov. Gavin Newsom signed a bill Oct. 1 that brings the state’s tax code into conformity with a decade’s-worth of federal changes.

California does not automatically conform to changes to the federal tax code and must enact legislation, like S.B. 711, to do so. The last conformity update came in 2015. Tax professionals have said the long waitsince then created confusing conflicts between state and federal code, especially as Congress continues to pass new tax legislation.
