Utah and West Virginia’s Republican governors signed all or most bills sent to their desk, with Utah enacting 531 new laws, the largest number of any state adjourned so far. Legislators in Olympia, Wash., introduced the highest number of bills this year, but the legislature only passed about 18% of those introduced.
