Fraudster’s $46.7 Million Restitution Appeal Gets Cool Reception

A New York man convicted for his role in the one the largest no-fault insurance scams in the state’s history received a lukewarm response from the Second Circuit judges deciding his restitution appeal Monday.

The argument focused on Roman Israilov’s claim that the $46.7 million restitution award should have been adjusted to account for medically necessary services.

The restitution calculation included every claim submitted by the falsely incorporated medical clinics, even though the insurance companies would have been obligated to pay for necessary care irrespective of the fraud, he argued.
