Highway Bill in Limbo Over EV Fees, Rail Safety, Senate Timing

Few issues unify Congress like transportation funding, but lawmakers nonetheless are increasingly likely to miss a Sept. 30 deadline to reauthorize programs affecting highways, railroads, public transit and seaports.

A bipartisan, $580 billion reauthorization advanced the House Committee on Transportation and Infrastructure one month ago with a controversial rail safety amendment, but it has since stalled. Topics such as funding for the Highway Trust Fund hinder its path to the floor.

Senators haven’t yet formally considered any bill of their own with issues such as national security dominating the congressional calendar ahead of the midterm elections.
