A GOP-led House panel on Thursday approved a bipartisan rail safety amendment backed by President Donald Trump to the pending surface transportation reauthorization as he seeks to secure union support for Republicans in the midterm elections.

The rail industry has fought the proposed Railway Safety Act (H.R. 928), which includes a mandate for two-person train crews; it was left out of the draft of the so-called highway bill unveiled May 17.
