Federal authorities repeatedly violated a settlement governing policy on warrantless immigration arrests, attorneys argued in Chicago federal court Friday, saying it felt like they were back to “square one” in a case that was filed seven years ago.
Mark Fleming of the National Immigrant Justice Center said the government has constructed a “parallel regime” of improper procedures to evade their obligations under the settlement, including an policy allowing agents to carry around blank warrants to fill out after someone has been detained.
